They are not necessarily evil. But there is something in their past experience that developed into a psychological aberration. Generally they need psychological or psychiatric help.

In my opinion, maybe they also experienced violence when they were young which affected them psychologically. I'm honestly was lucky enough to not experience abuse but I totally support the law to stop domestic violence.
